Eligibility to be a Primary Recipient of an award under this NOFO is unrestricted. USAID welcomes applications from organizations that have not previously received financial assistance from USAID. Faith-based organizations are eligible to apply for federal financial assistance on the same basis as any other organization and are subject to the protections and requirements of Federal law.

The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the DRC Rural and Peri Urban Market Based Sanitation (MBS) Activity in which USAID anticipates two Transition Awards up to $25M each ($50 million combined) in USAID funding over a five (5) year period. Eligibility for this award is not restricted.USAID intends to make an award to the applicant(s) who best meet(s) the objectives of this funding opportunity based on the merit review criteria described in this NOFO subject to a risk assessment.
