INL Limas Drug Demand Reduction (DDR) program goal is to reduce drug use and related drug offenses in Peru. INL builds capacity in substance abuse treatment and prevention nationwide, by seeking to break the cycle of criminality through providing treatment and counseling as alternatives to incarceration for eligible juvenile offenders. INL Limas DDR programs use evidence-based practices to reach underserved populations and vulnerable groups, basing our capacity building on the Universal Prevention and Treatment curricula (known as UPC and UTC). INL Lima trains health professionals in substance abuse treatment focused on women and girls and the LGBTQI+ community and has programs in 250 community mental health centers nationwide. This program supports Perus Integrated Country Strategy Goal 2, to create a more secure and equitable country and region; and Objective 4.2 to expand protections and inclusive opportunities for youth, women, gender and other minorities, and other historically marginalized populations. B. PROGRAM DESCRIPION U.S. Embassy Lima / The U.S. Department of States Bureau of International Narcotics and Law Enforcement Affairs announces an open competition for organizations to submit a statement of interest (SOI) to carry out a program to expand access to substance abuse treatment in rural areas of Peru.
