The purpose of this program is to facilitate the enrollment, attendance, and success in school of homeless children and youth; and ensure homeless children and youth have equal access to the same free, appropriate, public education as provided to all other students. Services provided cannot replace the regular academic program and must be designed to expand or improve services that are part of the school’s regular academic program.; The California Department of Education (CDE) is pleased to announce the opportunity for local educational agencies (LEAs) to apply for the Education for Homeless Children and Youth (EHCY) Program grant for fiscal years 2024–2027. These federal funds are made available to support all efforts to ensure that homeless children and youth have equal access to the same free appropriate public education, including public preschool education, as provided to other children and youth.
