Grant Description

The NM FY25 IIJA/IRA Bureau of Land Management New Mexico Recreation and Visitor Services Program supports projects that enhance public access, recreational opportunities, and visitor experiences on federal lands in New Mexico. This program, funded through the Infrastructure Investment and Jobs Act and Inflation Reduction Act, aims to improve recreation infrastructure, ensure sustainable resource use, and engage underserved communities. The program aligns with the Department of the Interior's priorities, including advancing equity, addressing climate change, and promoting economic opportunities. The total funding available is $350,000, with awards ranging from $10,000 to $200,000. Up to six awards are anticipated. Eligible applicants include state, local, and tribal governments, institutions of higher education, and nonprofit organizations. Individuals and for-profit entities are not eligible to apply. Cost-sharing or matching funds are not required. Projects should focus on improving or creating recreational facilities, enhancing access for diverse users, or addressing deferred maintenance. Applicants must demonstrate how proposed activities meet public needs, expand recreational access, and support community engagement. Applications must include forms such as SF-424 and SF-424A, a project narrative, and a budget narrative. The project narrative should detail objectives, technical approaches, stakeholder involvement, and anticipated public benefits. Applicants must also provide information on environmental compliance, monitoring plans, and key personnel qualifications. The budget narrative should justify costs and indicate whether indirect costs will be charged. Applications are due by February 26, 2025, at 5:00 p.m. ET and must be submitted electronically through Grants.gov. Applicants should register with SAM.gov and Grants.gov well in advance, as these processes can take several weeks. Applications must comply with formatting and content guidelines specified in the Notice of Funding Opportunity. Proposals will be evaluated based on technical approach, public benefit, and organizational qualifications. A merit review panel will rate submissions as "Exceeds," "Meets," or "Does Not Meet" expectations. Projects demonstrating strong public engagement, equitable access, and innovative approaches will receive priority consideration. Award recipients must comply with federal reporting requirements, including financial and performance reports. Funded projects are expected to begin in FY2025, with an anticipated start date of September 5, 2025, and must conclude by September 30, 2030. Applicants are encouraged to consult BLM program leads to ensure alignment with program priorities before submission.

Individuals and For-Profit Organizations are ineligible to apply for awards under this NOFO.This program NOFO does not support entities hiring interns or crews under the Public Lands Corps Act of 1993. The Public Lands Corps Act of 1993, 16 USC, Chapter 37, Subchapter II-Public Lands Corps, is the only legislative authority that allows BLM to "hire" interns under this authority. Therefore, eligible Youth Conservation Corps may only apply for projects developed under NOFO 15.243 BLM Youth Conservation Opportunities on Public Lands.CESUs are partnerships with a purpose to promote, conduct, and provide research, studies, assessments, monitoring, technical assistance, and educational services. If a cooperative agreement is awarded to a CESU partner under a formally negotiated Master CESU agreement which is consistent with the CESU purpose, indirect costs are limited to a rate of no-more-than 17.5 percent of the indirect cost base recognized in the partner's Federal Agency-approved Negotiated Indirect Cost Rate Agreement (NICRA). Applicants should specify if their proposal furthers the purpose of the CESU program, and if so which CESU Network should be considered as host.
