Grant Description

The Ohio Department of Mental Health and Addiction Services (OhioMHAS) has released RFA #81 FY26 for the Womenโ€™s Treatment Set-Aside funded through the federal Substance Use Prevention and Treatment Block Grant. This funding supports nonprofit and governmental entities that deliver or coordinate integrated substance use disorder (SUD) treatment and supportive services for pregnant and parenting women, including adolescents. The purpose of this grant is to reduce barriers to treatment, address the health needs of mothers and their children, and support recovery efforts through comprehensive services. These services include primary medical and pediatric care, OB-GYN services, MAT/MOUD, childcare, transportation, therapeutic interventions, and coordination with supportive services such as SNAP and WIC. Eligible applicants must be 501(c)(3) or (4) nonprofits or governmental entities with at least two years of experience providing SUD treatment to pregnant and parenting women. The scope of work includes prioritizing pregnant women, ensuring access within 48 hours or providing interim care, and implementing a hub and spoke model of care with demonstrated community partnerships. The grant prohibits using funds for services covered by Medicaid or third-party insurance. Applications must include detailed project descriptions, implementation timelines, outcome measures aligned with National Outcome Measures (NOMS), staffing plans, adherence to CLAS standards, sustainability plans, and complete budget documentation. Applications that exceed the 10 or 20-page limit will only be evaluated based on the first six pages. The application deadline is June 11, 2025, at 3:00 PM. Awards are expected to be announced the week of June 30, 2025, with the funding period beginning July 1, 2025. Submissions must be emailed to rfa_women'[email protected]. Late, faxed, or mailed applications will not be accepted. The funding amount is not explicitly capped or set, as it will be determined based on application quality, budget reasonableness, regional diversity, and total federal funding received by the state. Awards will be distributed by state psychiatric regions with both outpatient and residential service expectations.
