The Creative Capital Microgrant (CCM) Program, a collaboration between the Maryland Women’s Business Center (MWBC) and the Frederick County Office of Economic Development (FCOED), aims to support underrepresented artists and makers in Frederick County by providing microgrants up to $1,000. This funding initiative is designed to foster revenue growth through specific, replicable projects that enhance marketing, sales, and online presence. The program, initially developed as a capstone project by MWBC’s Karen Kalantzis, spans from February to December 2024. A review committee assesses applicants based on project feasibility, replicability for future revenue, and alignment with the county's broader economic goals. Eligible applicants include creative businesses based in Frederick County that are either unregistered or, if registered with the state, in Good Standing. Additionally, applicants must demonstrate eligibility as members of underrepresented communities and have reported gross revenue under $55,000 (for artists) or $60,630 (for makers) in 2023. Qualifying businesses should be focused on generating short-term returns through projects such as targeted advertising, web development, social media setup, branding, and professional photography. However, expenses that don’t contribute to immediate revenue, such as training, materials, equipment, rent, and legal fees, are ineligible for funding. Each project must be completed within three months, with recipients required to participate in two personalized business counseling sessions and attend at least one creative business training class. Available courses include topics like legal issues, branding, and accounting for creative businesses. The microgrant is structured as a reimbursement program, with funds disbursed after recipients submit proof of completed projects and corresponding receipts. Additionally, recipients agree to provide MWBC with revenue and profit data before and after project completion to help assess the program's impact. Applications are accepted on a rolling basis until December 31, 2024, or until funds are exhausted, with at least 20 grants planned for award. Ineligible applicants include nonprofits, businesses earning more than a third of their revenue from gambling, and those producing consumable products like beauty items or food. Projects must focus on revenue-driven initiatives such as digital marketing campaigns, website enhancements, and visual branding efforts rather than operational costs or physical goods. To apply, interested artists and makers should prepare vendor quotes and a project budget, along with samples of their work. Although a business plan is not mandatory, these materials help the review committee understand each applicant's goals. MWBC retains the right to modify program elements, and applicants are encouraged to consult all program materials and connect with MWBC staff for application support or clarification on project eligibility.
