Grant Description

The U.S. Department of Justice's Office of Community Oriented Policing Services (COPS Office) is soliciting applications for the Fiscal Year 2025 Collaborative Reform Initiative (CRI): Organizational Assessment and Critical Response programs. The COPS Office, committed to advancing public safety through community policing, has created this initiative to support law enforcement agencies in identifying best practices, enhancing officer safety and wellness, building organizational capacity, and promoting community policing strategies nationwide. This funding opportunity is specifically directed at the Organizational Assessment and Critical Response components of the CRI program. Applicants who wish to be considered for both must submit separate applications for each component. The COPS Office is not accepting applications for CRI-TAC (Collaborative Reform Initiative Technical Assistance Center) for FY25. Projects under this grant should promote law enforcement reform through assessment and targeted responses, supporting improved internal practices and external community engagement. The total available funding is $2,000,000, with up to two awards anticipated, each potentially receiving up to $1,000,000. The funding will be awarded via cooperative agreements, allowing substantial involvement from the COPS Office in project execution. While multiple entities may collaborate on a single project, only one applicant can be designated as the primary awardee. Subrecipients must be clearly identified and must comply with the same federal conditions as the primary recipient, including adherence to relevant federal regulations and executive priorities. Eligible applicants include nonprofit organizations, for-profit commercial organizations, and institutions of higher education. Notably, for-profit applicants must waive profit or management fees. Additionally, state and local governmental entities must comply with federal immigration information-sharing laws (8 U.S.C. §1373). All applicants must adhere to applicable executive orders and legal mandates regarding law enforcement practices and public safety priorities, including anti-drug operations, immigration enforcement, and crime prevention. Applications must be submitted through both Grants.gov and the Justice Grants System (JustGrants). The submission deadline is June 24, 2025. Technical assistance is available through Grants.gov and JustGrants support lines, and programmatic questions may be directed to the COPS Office Response Center at 800-421-6770 or via email at AskCopsRC@usdoj.gov. Applicants must prepare separate submissions for each component of interest and clearly distinguish between roles of primary recipients and subrecipients or contractors. Guidance on differentiating between subawards and procurement contracts is provided in 2 C.F.R. § 200.331. This grant supports the Administration’s broader agenda of restoring law and order, enhancing law enforcement capabilities, and promoting community-oriented practices as common sense solutions to public safety challenges.
