Grant Description

The U.S. Embassy Bishkek Public Diplomacy Section (PDS) under the Department of State is offering a funding opportunity titled the Public Diplomacy Science, Technology, Engineering, and Mathematics (STEM) Program. This initiative is part of the Fiscal Year 2025 Smith Mundt Public Diplomacy Funds and is designed to enhance STEM education and investment in the Kyrgyz Republic. The program aims to address critical gaps in STEM education, particularly in rural regions, which restrict economic development and contribute to youth outmigration. By leveraging U.S. expertise and fostering bilateral cooperation, the program seeks to build local capacity in STEM education, promote economic opportunity, and position the United States as a strategic partner in the region’s development. This grant supports projects with a performance period of 6 to 12 months and allows for both grants and cooperative agreements, depending on the level of U.S. government involvement required. Award sizes range between $10,000 and $50,000, with up to three awards anticipated. Eligible applicants include non-profit organizations and educational institutions registered in the Kyrgyz Republic, as well as U.S.-based NGOs, educational institutions, and individuals partnered with Kyrgyz organizations. For-profit entities are not eligible to apply. Applications are to be submitted in English and include a variety of components such as proposal narratives, budget documents, monitoring and evaluation plans, and letters of support. The submission must also include standardized forms like SF-424, SF-424A, and SF-424B, depending on the applicant type. The application process includes a two-period deadline system: the first round closes on May 31, 2025, and the second on July 15, 2025. Applications can be submitted via email to bishkekprojectproposals@state.gov or through Grants.gov. The program emphasizes collaboration with U.S. organizations and experts, incorporation of U.S.-developed curriculum and resources, and the alignment of proposed activities with American leadership in STEM. Target audiences include Kyrgyz students aged 12-18, in-service and pre-service educators, university faculty, and STEM innovators. Projects should propose measurable objectives such as teacher training, STEM competitions, curriculum modernization, and partnership development with U.S. entities. Applications will be evaluated based on criteria including the quality of the proposal, organizational capacity, planning and implementation feasibility, budget justification, monitoring and evaluation plans, sustainability strategy, and incorporation of U.S. partnerships. Extra consideration will be given to applications leveraging American Spaces, U.S. government program alumni, and existing U.S. Embassy programming in Kyrgyzstan.
