Law Enforcement Training Scholarship (LETS) Grant Program

The Law Enforcement Training Scholarship (LETS) Grant Program, funded by the Edward J. Byrne Memorial Justice Assistance Grant and managed by the Governor's Office of Crime Prevention, Youth, and Victim Services, supports specialized investigative and law enforcement training for Maryland’s criminal justice personnel. The LETS program aims to enhance law enforcement capabilities through training in areas such as crime prevention, investigation techniques, crime scene procedures, and victim services. The program promotes a culture of collaboration and knowledge transfer among law enforcement agencies. Eligible entities for the LETS grant include local and state law enforcement agencies, local State’s Attorney offices, and the Maryland Attorney General’s Office. The program offers scholarships up to $5,000 per individual course, though an agency’s total annual funding request cannot exceed $5,000. The grant program is ongoing, subject to funding availability, with projects required to be completed by September 30, 2024. Applications must be submitted at least 30 business days before the training begins, and awards are typically announced within 21 days of submission. The grant specifically covers costs associated with attending specialized law enforcement training, including registration fees, travel, lodging, and materials. It excludes expenses such as overtime, equipment, and backfilling of officers. While multiple officers can attend a training, applicants are encouraged to limit the number of attendees and share the knowledge gained with other personnel within their organization and with neighboring agencies. LETS does not support courses aimed at earning college credits or generalized management training. The application process requires agencies to submit their proposals through the Governor’s Office Grants Management System (GMS). The application must include a project summary, program narrative, and a detailed budget justification. Additional requirements include proof of SAM registration and compliance with local procurement rules. Post-training, grantees are expected to report on the training outcomes, including how the information was disseminated within the agency and to other stakeholders. Quarterly fiscal and programmatic reports are mandatory for reimbursement of expenditures. In terms of evaluation, the LETS grant committee assesses applications based on the need for training, its potential benefits, the applicant’s information-sharing plan, and the reasonableness of the proposed budget. Agencies that have not received LETS funding in the previous six months are given preference. Importantly, the program emphasizes transparency and accountability, with a strong focus on ensuring that grant funds supplement rather than replace existing state or local funding.
