Grant Description

The City of Sterling Heights is accepting applications for Community Development Block Grant (CDBG) funding for the 2025-2026 program year. This funding opportunity is intended for projects serving low- and moderate-income residents and is available to public service agencies and other eligible organizations. Funding decisions are guided by HUDโ€™s national objectives, which include benefiting low- and moderate-income persons, preventing slums or blight, and meeting urgent community needs. Applicants must submit separate applications for each project they propose, ranked by priority if submitting multiple applications. Key submission materials include a completed application form, organizational documents (board member list, organizational chart, insurance policy, and IRS Form 990), and specific budget information. Applications are due by 4:00 p.m. on Tuesday, November 12, 2024, and must be submitted via email to cdbg@sterlingheights.gov. Applicants should expect a public hearing on December 2, 2024, where they may be asked to present and discuss their applications with the Citizens Advisory Committee (CAC). The CAC will review applications and make recommendations to the City Council, which has the final authority on funding awards. Selected organizations will enter a subrecipient agreement that specifies reporting requirements, eligible expenses, and federal compliance obligations. Eligible expenses under this program include costs directly associated with project activities; administrative overhead and non-direct project expenses are generally not covered. The city reserves the right to reprogram funds if the project does not meet the target service numbers or if there are unused funds by the end of the fiscal year.
