The National Farmworker Jobs Program (NFJP) is administered by the U.S. Department of Labor’s Employment and Training Administration (ETA) under the Workforce Innovation and Opportunity Act (WIOA), Title I. For Program Year (PY) 2025, the Department has issued Training and Employment Guidance Letter No. 13-24 to provide NFJP grantees with detailed instructions for securing federal funds across three categories: Career Services and Training, Housing Services, and Youth Services. These grants aim to support migrant and seasonal farmworkers by enhancing their job training, education, employment services, housing stability, and youth development opportunities. Funding for PY 2025 includes $90,134,000 allocated for Career Services and Training grants, with $70,000 reserved for program integrity; $6,591,000 for Housing Services grants, with $5,000 similarly reserved; and $671,000 for discretionary use. An additional $925,200 is available for Youth Services grants, derived from a WIOA-mandated set-aside, given that the PY 2025 WIOA Youth appropriation exceeds $925 million. These amounts are distributed using formulas or based on previous competitions and funding allocations, ensuring continuity and equitable distribution across service areas. Eligible entities for Career Services and Training and Housing Services must submit their applications through Grants.gov using designated funding opportunity numbers within 30 days of the TEGL publication date. Application requirements include submission of SF-424 and SF-424A forms, a detailed budget narrative, and either a Negotiated Indirect Cost Rate Agreement (NICRA), Cost Allocation Plan (CAP), or documentation of a de minimis rate election. The Youth Services grant is open only to grantees that received a Career Services and Training award under FOA-ETA-24-15, were approved to serve youth, did not receive a PY 2024 Youth Services grant, and met 75% of their PY 2024 youth enrollment targets. Each application type has its own naming convention and associated funding opportunity number. For Youth Services grants, applicants must submit a succinct project narrative (max five pages), budget documentation, and may request up to $300,000. The application will be reviewed on a first-come, first-served basis and awards will be made until funds are depleted. Final award amounts are subject to availability and potential reallocation based on application responsiveness. All grants have a performance period from July 1 through September 30 of the following year, totaling 15 months, with performance reporting and financial reporting obligations throughout. Specific limitations include a 15% cap on administrative costs and, for Career Services and Training grants, a mandate that at least 70% of the award be spent on employment and training services. Grant recipients are expected to track expenditures by category and ensure compliance with uniform federal cost principles.
