National Domestic Violence Hotline
This funding opportunity provides financial support to nonprofit organizations that operate a national hotline offering crisis intervention and resources for individuals affected by domestic, family, and dating violence.
The Department of Health and Human Services (HHS), through the Administration for Children and Families Office of Family Violence Prevention and Services (OFVPS), is forecasting the availability of a discretionary funding opportunity to operate the National Domestic Violence Hotline. The Family Violence Prevention and Services Discretionary Grant Program will award one cooperative agreement to support this national service. The hotline serves as a critical resource for individuals impacted by domestic, family, and dating violence, as well as for their family members and other affected persons. The hotline is designed to provide comprehensive crisis intervention, support services, and information. It assists callers in identifying problems, setting priorities, and developing safety and action plans. The service offers a wide array of resources addressing domestic and dating violence, the needs of children exposed to such violence, and intervention programs for individuals who perpetrate violence. Additionally, it supports users navigating the criminal and civil justice systems. The primary purpose of the hotline is to deliver nationwide referrals to domestic violence shelters, outreach programs, social service agencies, legal assistance organizations, economic self-sufficiency initiatives, and related service providers. Importantly, the hotline also facilitates direct connections to local domestic violence service providers for callers requiring immediate shelter or support services. Eligibility for this grant is restricted to nonprofit organizations holding 501(c)(3) status with the IRS, excluding institutions of higher education. Applications from individuals and foreign entities are not permitted and will be disqualified. Faith-based and community organizations that meet the eligibility requirements are encouraged to apply and will be considered equally under the protections of applicable federal regulations. Applications must be submitted electronically no later than 11:59 pm Eastern Standard Time on July 30, 2025. The estimated post date for the funding opportunity is June 16, 2025, with awards expected to be announced by August 29, 2025. The project start date is projected for September 30, 2025. The forecasted total funding for this program is approximately $16,989,375, with an award ceiling and floor ranging from $15 million to nearly $17 million. Cost sharing or matching is not required. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization's religious character, affiliation, or exercise.
