Transformative Youth Justice Hubs

The New York State Division of Criminal Justice Services (DCJS), in partnership with the New York State Juvenile Justice Advisory Group (JJAG), has announced the Transformative Youth Justice Hubs grant opportunity. This program is designed to create and support four cross-sector hubs focused on prevention services, youth justice reform, and community collaboration. These Hubs will coordinate local resources and strategies to reduce juvenile justice involvement and improve outcomes for youth and families. This initiative is funded through the federal Title II Formula Grant Program administered by the Office of Juvenile Justice and Delinquency Prevention (OJJDP). Each award will be up to $1,000,000, distributed over a 36-month period, with a total program budget of $4,000,000. The program encourages proposals from nonprofit community-based organizations, municipal education agencies, and institutions of higher education within New York State. Applicants from designated rural counties may be eligible to apply as rural Hubs. The Hubs will not directly deliver programs or services but will act as coordinating platforms for systems change, equity-based interventions, and policy development. Activities include resource mapping, data analysis, community engagement, and creating localized solutions in partnership with youth and families. Each Hub must form a governing body and work collaboratively with stakeholders across education, health, justice, and social services. Applications must be submitted through the DCJS Grants Management System (GMS). Applicants must complete all program narrative questions, develop a detailed operating budget, and meet all New York State prequalification requirements. Questions about the RFA must be submitted by June 13, 2025. The application deadline is July 30, 2025, at 12:00 PM EST. Notifications of awards are expected by August 11, 2025, with a project start date of October 1, 2025. Eligible applicants must have policies in place regarding sexual harassment prevention, determine suitability for staff working with minors, and comply with New York State vendor responsibility and reporting requirements. All applications will undergo a rigorous three-tier evaluation process, assessing both eligibility and merit to ensure alignment with state priorities.

This RFA requests applications to create a Transformative Youth Justice Hub within the applicant’s local community. The Hub will be a cross-sector collaborative led by a fiscal/coordinating partner with the goal of driving youth justice systems change and a focus on prevention, equity, and youth well-being. The fiscal/coordinating partner will be a central “backbone” organization that will coordinate efforts to manage and align activities of the Hub. To be eligible, applicants must meet the following requirements: • The applicant must be a non-profit community-based organization, local Municipal education agency, or institute of higher education. • Non-Profits must be prequalified through the New York Statewide Financial System (SFS) at https://grantsmanagement.ny.gov/get-prequalified at the time of application submission. • This funding is supported through federal grant funds, specifically the Title II Formula Grant Program. Grantees are required to follow federal special conditions, including compliance with the award condition related to determining the suitability of individuals who will interact with participating minors.
