The Interfacility Communication and Infection Prevention Efforts Via XDRO Registry (ICIPE) grant is administered by the Illinois Department of Public Health (IDPH) and funded through a federal pass-through mechanism under a cooperative agreement with the Centers for Disease Control and Prevention (CDC) Epidemiology and Laboratory Capacity (ELC) Program. The grant aims to support and enhance the XDRO registry, a system mandated by Illinois law that facilitates infection surveillance and interfacility communication. This system provides real-time notifications regarding patients carrying extensively drug-resistant organisms (XDROs), contributing to statewide infection control. The main purpose of this grant is to ensure continuous operation and improvement of the XDRO registry. The funded entity will be responsible for maintaining the registry and its website, collecting and managing data from healthcare facilities and labs, and providing user support. Other key duties include managing automated alerts and upgrading the platform to align with security and usability standards. Particular emphasis is placed on expanding the registry’s functionalities to more healthcare settings, such as skilled nursing facilities, especially those serving disadvantaged or high-risk communities. Eligible applicants must not be foreign entities or public housing organizations and must register and qualify through the State of Illinois GATA system. This includes holding an active UEI, being registered in SAM.gov, and maintaining good fiscal standing and regulatory compliance. Applications must be submitted via IDPH’s EGrAMS platform. The application window is from May 15, 2025, to June 13, 2025, by 5:00 PM CDT. Participation in one of the mandatory technical assistance sessions on May 22 or June 4, 2025, is required. The application process evaluates proposals based on need, capacity, quality, scope of work, SMART objectives, budget justification, and alignment with health equity principles. The review process heavily incorporates a Health Equity Checklist that requires applicants to demonstrate culturally and linguistically appropriate services and to focus on social determinants of health. The anticipated program start date is August 1, 2025, and will run through July 31, 2026. The grant may be renewed for up to two additional years contingent upon performance and funding availability. Grant funding totals $212,000, with the potential for a single award of up to that amount. Indirect costs are permitted without restrictions, and cost-sharing is not required. The funding must be used in accordance with federal and state guidelines, primarily for necessary, reasonable, and allocable expenses related to the project. Prohibited uses include research, clinical care, and lobbying. Grantees must also comply with reporting requirements including quarterly performance updates, monthly expenditure reports, and participation in coordination meetings with IDPH and CDC. Awardees will be notified through IDPH’s grant management platform, EGrAMS, and must provide signatures both electronically and physically. Appeals regarding the merit-based review process are accepted but limited to procedural matters only.
