The 2025 Tribal Multifamily Finance Super Notice of Funding Availability (Tribal MFSN) is issued by the California Department of Housing and Community Development (HCD) to provide approximately $50 million in funding exclusively for Tribes and Tribal Entities located in California. This funding opportunity consolidates two major programs—the Multifamily Housing Program (MHP) and the Infill Infrastructure Grant Program (IIG)—into a single, streamlined application process. The initiative supports the construction, rehabilitation, and conversion of affordable housing projects and infrastructure that benefit Tribal communities. The Tribal MFSN is structured to address the significant barriers Tribes face in accessing state funding. It aims to increase accessibility and flexibility, reflecting a commitment by HCD to engage with Tribal representatives, provide technical assistance, and consider modifications or waivers to program requirements under AB 1010 to accommodate Tribal governance structures. Projects must meet detailed threshold criteria and may be eligible for waivers under unique conditions. Funding supports a variety of project types, including large family, senior, farmworker, special needs, and at-risk housing, with specific criteria outlined in the NOFA and related guidelines. Funds are available on a continuous, over-the-counter basis starting April 1, 2025, and will be accepted until February 28, 2026, or until funds are exhausted. Applications must be submitted electronically, and pre-application technical assistance meetings are mandatory. HCD also offers in-person workshops and webinars to guide applicants. The application process includes an initial review within 30 days, followed by opportunities to correct or complete submissions. Projects will be evaluated on threshold compliance and feasibility, not a competitive scoring basis. The MHP provides loans for the development or rehabilitation of rental housing, while IIG funds capital infrastructure projects that support infill development. MHP loans can reach up to $10 million per application with affordability and performance criteria such as a 55-year term, interest-free financing, and repayment structures based on net cash flow. IIG grants depend on housing unit characteristics and density, with a minimum 55-year affordability covenant. Both programs emphasize affordability, infrastructure readiness, and sustainable development aligned with California’s housing goals. Eligibility is restricted to Tribal Entities and qualified co-applicants, including public agencies and nonprofit or for-profit organizations, provided they demonstrate capacity and experience or form partnerships to meet these requirements. Projects must demonstrate site control, fiscal integrity, environmental compliance, and readiness to proceed. Matching is not required. Evaluation will include review of legal, environmental, and financial documentation, with flexibility provided for projects on Tribal lands under federal trust or Tribal governance.
