FY2025 Transitional Living Program

A total of approximately $19.3 million in funding will be made available under this opportunity. The expected number of awards is 77, with individual award amounts ranging from $100,000 to $250,000. Matching funds are required. Eligible applicants include a broad array of public and nonprofit entities, such as city, county, and state governments; tribal governments and organizations; public housing authorities; independent school districts; and higher education institutions, among others. For-profit organizations and individuals are not eligible to apply. Applicants are expected to demonstrate prior experience in providing services to runaway, homeless, and street youth. Faith-based and community organizations that meet eligibility requirements are encouraged to apply and will not be discriminated against based on religious affiliation or practice. Applications from any entities that are part of the juvenile justice system will not be considered. The application process is scheduled to open on June 16, 2025, with a final submission deadline of July 30, 2025, by 11:59 PM Eastern Standard Time. The anticipated award date is August 29, 2025, with funded projects expected to commence on September 30, 2025. Additional Requirements
Public (state and local) and private nonprofit entities and coordinated networks of such entities, are eligible to apply unless they are part of the juvenile justice system. For profit organizations are not eligible. Private institutions of higher education must be non-profit entities. In selecting applications for to receive grants under the TLP, priority will be given to public and non-profit private agencies that have experience in providing services to runaway, homeless, and street youth. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization's religious character, affiliation, or exercise.
