Youth Educational Media Campaign
This funding opportunity is designed for organizations to create and implement media campaigns that reduce tobacco and nicotine use, promote cessation, and encourage healthier lifestyles among Oklahoma youth aged 13-18.
The TSET Youth Media and Marketing Campaign RFP 092-YMM25 seeks proposals from qualified entities to develop, license, implement, and evaluate youth-focused media campaigns in Oklahoma. These campaigns aim to reduce tobacco and nicotine use, promote cessation, and combat obesity among youth aged 13-18. The initiative leverages the TSET Healthy Youth Initiative brand, "Swap Up," to promote better nutrition and physical activity, targeting behavioral changes that improve health outcomes. The funding for this opportunity totals up to $3.5 million per year over five years, contingent on performance and funding availability. Approximately 60% of the first-year funding is designated for licensing and developing new campaign materials, while the remaining 40% supports digital and social placements, website management, and community engagement efforts. The contract runs from July 1, 2025, to June 30, 2030, with yearly renewals based on program needs and TSET's approval. Eligible bidders must demonstrate their ability to develop evidence-based, high-impact messaging tailored to Oklahoma youth. The campaign's objectives include reducing tobacco and vape use, promoting cessation resources, increasing physical activity, and encouraging healthier dietary habits. Proposals should outline detailed strategies, including creative assets, media planning, and evaluation methods to assess campaign impact. Applicants must submit their proposals electronically via Smartsheet by January 31, 2025, at 4:00 PM CST. Required submission components include a narrative response, a budget breakdown, and creative samples, among other documentation specified in the RFP. Proposals will be evaluated on technical merit, creativity, project management, and cost efficiency, with presentations scheduled for April 15, 2025, for select bidders. Award decisions will be announced by May 29, 2025. For questions about the RFP, bidders can submit inquiries through the TSET website until December 6, 2024, with responses posted on specified dates. Further details, including evaluation criteria and submission guidelines, are available in the RFP document. This initiative represents a significant investment in public health communication to shape healthier behaviors among Oklahoma youth.
