Grant Description

The LEAP Implementation Grant is part of the Local Efficiency Achievement Program (LEAP) administered by the New Jersey Department of Community Affairs’ Division of Local Government Services (DLGS). The program supports local and regional shared services projects across New Jersey and aims to improve efficiency, reduce costs, and streamline services through intergovernmental cooperation. Funding for LEAP originates from the state’s Property Tax Relief Fund and is governed under the Uniform Shared Services and Consolidation Act. The Implementation Grant component specifically provides funding for one-time, reimbursable costs associated with executing new shared services agreements. The intent is to support local government entities in overcoming the financial barriers to implementing collaborative service arrangements. Eligible applicants include New Jersey counties, municipalities, school districts, commissions, authorities, and fire districts. Projects must involve at least two government entities and be supported by certified resolutions from each. The service agreements must span a minimum of five years. The maximum grant award per project is $400,000, and the funding may cover up to 75% of eligible implementation costs. Covered expenses include new or converted technology, equipment purchases, professional services, branding, transitional personnel, training, and IT or cybersecurity personnel. Each grant request must be supported by a detailed project narrative, cost explanation, and a structured work plan outlining key activities, staff commitments, and timelines. Consultant services are eligible only if procured through formal RFP processes and submitted with detailed work plans and cost breakdowns. Applications are evaluated on a 100-point scale, considering factors such as financial and administrative benefits, project feasibility, innovation, and participant collaboration. Additional bonus points are awarded for projects serving distressed municipalities. Applications must be submitted through the SAGE online portal. This is a rolling application process, and funding will be awarded until appropriations are exhausted. It is advised that applicants submit their materials as soon as possible due to limited funding availability. Grant recipients are required to submit semi-annual progress reports and financial documentation for reimbursement, including purchase orders, invoices, and proof of payment. All payments are made via electronic transfer. A final project report and a fully executed shared service agreement must be submitted at the end of the grant period.
