Eligible Applicants: Eligible applicants are State higher education agencies or public or private institutions of higher education, as defined in section 101 of the HEA (20 U.S.C. 1001). Applicants that are public or private institutions of higher education must lead the activities of a consortium comprised of at least two public or private institutions of higher education, as defined in section 101 of the HEA.
