SOI - Non-Federal Match/Cost-Share for Other Federal Infrastructure Grants

The Denali Commission has announced the availability of funds to support non-federal match or cost-share for rural Alaska infrastructure projects that have secured or are pursuing federal funding. This opportunity addresses the challenges faced by many Alaska communities that lack the financial resources to meet local match requirements. The initiative focuses on critical infrastructure needs such as energy, broadband, housing, sanitation, healthcare, community wellness, climate resilience, and waterfront infrastructure. Notably, only waterfront transportation projects are eligible under this announcement, while surface transportation projects must apply to a separate funding opportunity. The Denali Commission has allocated $7,000,000 for this initiative, with applicants able to request up to $1,000,000 per community. Eligible applicants include municipal, borough, and tribal governments, regional tribal non-profits, regional housing authorities, and other non-profit organizations. Projects must benefit the public in Alaska and demonstrate alignment with local or regional planning priorities. Entities without an active or pending Denali Commission award will be prioritized. Eligible project activities include, but are not limited to, renewable energy installations, broadband expansion, water treatment and sewage systems, climate resilience efforts, community centers, healthcare facilities, affordable housing projects, and waterfront infrastructure such as docks, harbors, and barge landing facilities. Projects involving equipment purchases or repairs are capped at 30 percent of the total project cost, and administrative expenses are limited to 5 percent for equipment projects and 10 percent for all others. Applications will be reviewed on a rolling basis, and successful respondents will be invited to submit full proposals by approximately January 15, 2025. Those invited will have 45 days to respond with detailed applications. Awards are expected to be announced in late spring 2025, though execution may extend into fall 2025. The Commission reserves the right to partially fund projects based on the quality of submissions and available funding. Applicants must demonstrate project readiness, alignment with local planning efforts, and the ability to improve community health, safety, and sustainability. Eligible projects should expand public facilities, enhance system resiliency to climate trends or natural disasters, or protect ecologically sensitive areas. Submissions must include a clear problem statement, a description of the proposed solution, details on project readiness, funding sources, and elements with critical funding needs. The submission deadline for statements of interest is February 28, 2025. Statements of interest must be submitted via email to projects@denali.gov with the subject line “Non-Federal Match for Federal Infrastructure.” For questions, applicants can contact the Denali Commission’s Grants Officer or Director of Programs. The Commission operates on a reimbursement basis, with payments processed electronically upon submission of required forms.
