The Kigali Public Diplomacy Annual Program Statement (APS), issued by the U.S. Embassy in Rwanda through the U.S. Department of State, is a funding opportunity designed to strengthen diplomatic ties and mutual understanding between the United States and Rwanda. Organizations must have a Unique Entity Identifier (UEI) and an active registration on SAM.gov, although individuals are exempt from this requirement. Subawards to other organizations also require UEIs prior to final award processing. Proposals that involve political activities, fundraising, construction, or religious advancement, among others, are not eligible for funding. The application package must include mandatory federal forms (SF-424, SF-424A, SF-424B), a detailed five-page proposal, a budget justification narrative, and supporting documents like resumes of key personnel and letters of support. The narrative must detail program objectives, methods, key personnel, evaluation plans, sustainability, and timeline. Applications must be submitted via email to [email protected] and adhere to strict formatting and submission guidelines. The deadline for submission is August 2, 2025, and applications will be reviewed on a rolling basis until that date. Evaluation criteria include the quality and sustainability of the proposed program, clarity of goals and implementation plans, support from local partners, organizational capacity, and the strength of the monitoring and evaluation strategy. A clear communication and outreach plan, particularly one that gives visibility to the U.S. Embassy’s role, is also required.
