Grant Description

The U.S. Department of Justice, through its Office of Community Oriented Policing Services (COPS Office), is currently accepting applications for the FY25 Safer Outcomes: Enhancing De-Escalation and Crisis Response Training for Law Enforcement โ€“ Support for Law Enforcement Agencies program. This initiative supports state, local, territorial, and tribal law enforcement agencies by funding the development and implementation of de-escalation and crisis response training programs aimed at enhancing community policing practices. The program also supports broader administrative and enforcement priorities such as public safety, officer retention, and the prevention of crime and illegal activities. The COPS Office is offering a discretionary grant to eligible law enforcement entities that propose projects designed to improve outcomes in crisis situations, particularly through training that aligns with community policing principles. Applicants may apply as the primary entity, and while partnerships with subrecipients are allowed, the primary applicant must manage and oversee the project and its funding. Subrecipients must be clearly identified, and applicants should distinguish between subawards and procurement relationships as guided by 2 C.F.R. ยง 200.331. The program anticipates distributing approximately 35 awards, with a total funding pool of $14,000,000. Individual awards may be as high as $500,000, and there is no minimum award amount. Notably, there is no cost-sharing or matching requirement, and all awards are contingent on the availability of appropriated funds. Projects must comply with relevant federal statutes, including 8 U.S.C. ยง1373, which pertains to information sharing related to immigration status between governmental entities. Applications must be submitted through both Grants.gov and the JustGrants system by the deadline of June 24, 2025. There are no pre-application or letter of intent deadlines specified for this grant. For assistance with Grants.gov submissions, applicants can contact the support line at 800-518-4726 or email support@Grants.gov. Technical support for JustGrants is available via email at JustGrants.Support@usdoj.gov or phone at 833-872-5175. Program-specific inquiries can be directed to the COPS Office Response Center at 800-421-6770 or via email at AskCopsRC@usdoj.gov. The program aligns with broader federal objectives to restore law and order, reduce illegal drug use and trafficking, and support effective policing. All proposed projects must operate within these priorities and abide by applicable Executive Orders and Attorney General directives. Additional details, including eligibility nuances and application procedures, are elaborated in the FY25 Resource Guide for Community Policing Advancement (CPA) Programs, accessible via the COPS Office website.
