Program Year 2025 Funding Allotments and Application Instructions for the WIOA Section 166 Indian and Native American Programs Grantees

The U.S. Department of Labor’s Employment and Training Administration (ETA) has released Training and Employment Guidance Letter (TEGL) No. 12-24, which details Program Year (PY) 2025 funding allotments and application instructions for Workforce Innovation and Opportunity Act (WIOA) Section 166 Indian and Native American (INA) Programs. These programs are designed to support Comprehensive Services Programs (CSP) and Supplemental Youth Services Programs (SYSP) targeting employment and training needs within Native American communities. The letter provides critical details for grantees seeking funding, including submission procedures, eligibility, and allocation methodologies. The FY 2025 Full-Year Continuing Appropriations and Extensions Act, signed into law on March 15, 2025, appropriated $60 million for the WIOA Section 166 INA CSP, with $600,000 reserved for compliance training, leaving $59.4 million available for grantee distribution. An additional $14,054,622 is allocated for SYSP to provide services for low-income Native American youth residing on or near reservations or in Alaska, Hawaii, and Oklahoma. These funds are distributed via formulas defined in 20 CFR 684.270 and 684.440. Applications must be submitted through Grants.gov within 30 days of the TEGL's issuance on May 22, 2025. Required documents include the SF-424 and SF-424A forms, a Budget Narrative aligned with line-item costs, and a current Negotiated Indirect Cost Rate Agreement (NICRA) or Cost Allocation Plan (CAP) if applicable. Separate applications are required for CSP adult and SYSP youth funds. If applying for an administrative cost rate above 15 percent, up to 20 percent, applicants must include detailed justifications with supporting documentation in their budget narratives. Eligibility is limited to WIOA Section 166 INA grantees, including federally recognized tribes. Those participating in Public Law 102-477 programs are excluded from this application requirement and instead receive funds directly through the Department of the Interior. Each grantee’s funding allocation for both CSP and SYSP is listed in Attachment I, with grantees located across all U.S. states and territories. Allocation limits and funding restrictions are implemented to ensure equitable distribution and program sustainability, including a hold-harmless rule that limits year-over-year decreases due to updated census data.
