Safe Streets and Roads for All Funding Opportunity

This funding opportunity provides financial support to local governments, planning organizations, and tribal authorities for projects aimed at improving road safety and reducing traffic-related fatalities and injuries for all users.

Grant Description

The Safe Streets and Roads for All (SS4A) program, administered by the U.S. Department of Transportation (USDOT), is a competitive federal grant initiative for fiscal year 2025. It supports planning and implementation activities to prevent roadway fatalities and serious injuries among all users, including pedestrians, cyclists, public transit users, motorists, and commercial vehicle operators. The program promotes a data-driven and systemic approach to traffic safety, aligned with the Safe System Approach, which focuses on road users, vehicles, speeds, roads, and post-crash care. The SS4A grant opportunity offers two main types of funding: Planning and Demonstration Grants and Implementation Grants. Planning and Demonstration Grants support the development, enhancement, or supplementation of Comprehensive Safety Action Plans and may include supplemental planning or temporary safety demonstration projects. Implementation Grants support the execution of strategies and projects identified in existing Action Plans. All activities must be connected to actionable strategies that directly target traffic safety problems identified through rigorous analysis and community engagement. Up to $982 million in funding is available under this NOFO. Of this, $580 million is allocated for Implementation Grants, expected to range from $2.5 million to $25 million per award, while $402 million is available for Planning and Demonstration Grants, ranging from $100,000 to $5 million. Not more than 15 percent of the total funding may be awarded to applicants from a single state. At least 40 percent of FY25 funding must go toward Action Plan development, updates, or demonstration activities. Eligible applicants include metropolitan planning organizations (MPOs), political subdivisions of states or territories (such as cities or counties), federally recognized Tribal governments, and multijurisdictional groups comprised of any of the above. Applicants may only apply for one grant type. Implementation Grant applicants must demonstrate the existence of a qualifying Action Plan or equivalent, and a local match of at least 20 percent is required, unless exempted (e.g., certain U.S. territories). Both cash and in-kind matches are allowable. Applications must be submitted online through Valid Eval by June 26, 2025, at 5:00 PM EDT. Technical questions are due by May 29, 2025, and Implementation Grant pre-application eligibility review requests must be submitted by May 9, 2025. The application requires standard federal forms, detailed narrative responses to evaluation criteria, spatial mapping of proposed jurisdictions, and a comprehensive budget. Evaluation is based on safety impact, underserved community inclusion, engagement, and readiness. Key priorities include promoting equity, low-cost high-impact interventions, stakeholder engagement, and support for underserved communities. DOT may prioritize applicants who have not previously received SS4A funding and areas with fatality rates of 17.5 per 100,000 or higher. Selected projects must be completed within five years, and recipients must comply with federal regulations, including civil rights, NEPA, and Buy America provisions.

Matching Requirement

Yes - The Federal share of an SS4A grant may not exceed 80 percent of total eligible SS4A project costs. Recipients are required to contribute a local matching share of no less than 20 percent of total eligible project costs. Unless otherwise authorized by statute, all matching contributions must be from non-Federal sources. Applicants that intend to combine SS4A funds with FederalAid funds provided under Title 23 U.S.C. could experience a significant delay in programming funding and executing a grant agreement.
