Grant Description

The FY25 Peer Reviewed Medical Research Program (PRMRP) Clinical Trial Award (CTA), issued by the U.S. Department of Defense through the Congressionally Directed Medical Research Programs (CDMRP), supports the rapid implementation of impactful clinical trials. Managed by the U.S. Army Medical Research and Development Command (USAMRDC), the CDMRP has received an FY25 appropriation of $150 million, of which $32 million is allocated to fund approximately four Clinical Trial Awards. Each award may receive up to $8 million in total costs for a maximum performance period of four years. Projects must align with one of the congressionally mandated FY25 PRMRP topic areas and strategic goals, and directly address military health relevance. This opportunity is available to both extramural and intramural organizations, including foreign and domestic for-profit, non-profit, public, and private entities. Principal Investigators (PIs) must hold a position at or above the level of Assistant Professor or its industry equivalent. PIs may submit only one application across the FY25 PRMRP CTA and PRMRP Technology/Therapeutic Development Award. No cost sharing or matching funds are required. All applicants must be registered and active in SAM.gov, eBRAP.org, and Grants.gov prior to applying. Clinical trials eligible for funding can range from early-stage feasibility studies to large-scale, comparative effectiveness trials. Animal studies are strictly prohibited under this mechanism. Proposed interventions may include pharmacologic agents, medical devices, behavioral or surgical methods, or emerging technologies. Preclinical work must be completed before the start date, and patient recruitment is expected within nine months of the award. Projects involving unapproved drugs or devices must include evidence of IND or IDE application submissions. Applications must demonstrate access to the study population, intervention, and address statistical, safety, and regulatory considerations. Applications must be submitted in a two-step process: a pre-application (Letter of Intent) by June 9, 2025, and a full application by July 21, 2025. Verification of submitted applications is due by July 28, 2025. The review process includes both peer and programmatic reviews, with final funding decisions expected by September 30, 2026. Application components include a project narrative, regulatory strategy, data sharing plan, impact statement, and extensive documentation supporting feasibility, safety, and ethical compliance. Review criteria include scientific merit, relevance to military health, feasibility, statistical soundness, ethical considerations, and potential for clinical impact. Only applications addressing both a specified FY25 PRMRP topic area and a corresponding strategic goal will be considered.
