Grant Description

The Carbon County Rural County Grant Program (RCGP) in Utah provides matching funds to support economic development projects aimed at enhancing business infrastructure, workforce training, and facilities within Carbon County. The program requires a 50/50 match, which can be fulfilled through cash or in-kind contributions. Eligible applicants include local for-profit businesses, nonprofits, and government entities based in Carbon County, and typical grant awards range from $1,000 to $20,000, with potential funding of up to $50,000 for high-impact projects. The grant program is specifically designed for projects that contribute to long-term economic growth. Eligible projects include infrastructure development, commercial building construction, affordable housing (excluding single-family homes), value-added agriculture expansion, and investments in new or unique industries. However, the program excludes funding for payroll, utilities, other short-term operating expenses, or projects that do not provide clear business or economic benefits to the county. Applicants are required to submit a W-9, a Carbon County business license (if applicable), an IRS determination letter for nonprofits, documentation of matching funds, and ideally, a letter of support from a community leader. Applications for 2025 funding must be submitted by December 1, 2024, either online, by email, or in person at the Carbon County Economic Development office. Upon submission, eligible applicants may be invited to present their projects to the Community Economic Development (CED) Board, which meets monthly. Funded projects are subject to reporting requirements, including updates on job creation, project progress, and business status. Regular attendance at CED Board meetings may also be required to ensure accountability.
