Philip S. Miller Resource Grant
The Philip S. Miller Resource Grant Program (PSMRGP) is funded by the Philip S. Miller Trust Fund and aims to support social and human services in Castle Rock. The Town has budgeted $45,000 for up to five organizations this year. To be eligible, organizations must be approved and operating for a minimum of five years under either 501(c)(3) or 501(c)(19) of the Internal Revenue Code. The funding request must include provisions for at least one of the necessities of life: water, energy, food, or shelter assistance. The application should include an overview of the organization's mission, an IRS Affirmation Letter as proof of tax-exempt status, necessity of life category, purpose of requested funds, and a project budget in PDF format. Qualifying applications should demonstrate that the project or service provides services or benefits to a significant percentage of Castle Rock residents and supports the Town's strategic vision. Additional funding sources must be listed, along with measurable results from previous projects funded by municipal funds. A summary report is required within 90 days of completion. Applications must be received by August 1st, and monies will be awarded the following year according to the Payment Schedule provided. The evaluation process involves an initial review by the Public Safety Commission (PSC), who will make recommendations to Council. After approval from Town Council, formal award letters will be sent by the Finance Department.
