Grant Description

The U.S. Department of Justice's Office of Community Oriented Policing Services (COPS Office) has announced the FY25 Community Policing Development (CPD) Accreditation: Enhancing Law Enforcement Accreditation Entities program. This initiative supports the capacity-building efforts of law enforcement agencies to implement and improve community policing strategies. The program is designed to promote public safety through the development and dissemination of effective and innovative practices, tools, and knowledge. It targets support to accreditation entities that foster the application of community policing principles within law enforcement institutions. The COPS Office aims to use this program to strengthen law enforcement through enhanced accreditation processes. CPD funds are allocated for the creation and testing of innovative strategies, gathering data about effective practices and outcomes, and implementing novel approaches to crime prevention and community safety. The awards are cooperative agreements, which involve substantial involvement from the COPS Office, such as technical assistance and oversight. Each grant is expected to be carefully administered by the primary applicant, with responsibilities for full project management and compliance monitoring. The program allows for collaboration between multiple organizations; however, only one lead applicant can be designated, while others must be classified as subrecipients. Eligible applicants include a wide range of organizations: for-profit and nonprofit organizations, public government agencies, federally recognized Indian tribes, institutions of higher education, faith-based organizations, and community groups. All applications must be submitted through Grants.gov and the JustGrants system. The primary applicant must oversee all elements of the project, including financial management, reporting, and compliance with federal regulations. The award terms also address differentiations between subrecipients and contractors, as defined under 2 C.F.R. Β§ 200.331. The funding opportunity provides a total of $2,000,000 in available funds, with up to seven awards expected. Each individual award can be up to $300,000, with no minimum floor. Matching contributions are not required. The application period opened on May 14, 2025, and will close on June 24, 2025. All awards are subject to the availability of appropriated funds and potential changes based on federal law or policy directives. There is no indication of this program operating on a rolling or recurring basis. Applications should be submitted with complete attention to detail, including the required SF-424 form through Grants.gov, followed by full applications submitted through the JustGrants portal. Technical assistance is available for both platforms. For Grants.gov support, applicants can call 800-518-4726 or email [email protected]. For help with JustGrants, contact [email protected] or call 833-872-5175. For programmatic questions, contact the COPS Office Response Center at [email protected] or call 800-421-6770 during business hours.
