Grant Description

The Technical Assistance for Zero-Emission Vehicle (ZEV) Infrastructure Funding grant (GFO-24-605) is a competitive opportunity provided by the California Energy Commission (CEC) under its Clean Transportation Program. This program offers up to $4 million in grant funds to support one or more third-party implementers that will provide technical assistance (TA) to communities seeking federal and state funding for zero-emission vehicle (ZEV) infrastructure projects. The goal of this grant is to assist in the development, submission, and successful implementation of ZEV infrastructure projects, particularly in under-resourced communities. The program aims to help eligible communities identify and access grant opportunities for ZEV infrastructure, assist with the development and submission of applications, and support the implementation of projects that will deliver substantial benefits to these communities. At a minimum, the technical assistance providers selected through this funding will be required to support communities in navigating funding processes and ensuring that projects are carried out effectively and efficiently. Eligibility for this program is open to third-party organizations that have the expertise and capacity to provide the required technical assistance. These organizations will play a crucial role in assisting communities with obtaining both state and federal funding for infrastructure projects that support ZEVs, including but not limited to charging stations, electric vehicle (EV) infrastructure, and related facilities that contribute to the adoption of zero-emission vehicles. The submission deadline for applications is February 28, 2025, at 11:59 PM (local time). Applicants are encouraged to submit their proposals well in advance, as the questions deadline for seeking clarifications is January 7, 2025, by 5:00 PM. To apply for this grant, applicants must use the new Energy Commission Agreement Management System (ECAMS) portal. A user account in the ECAMS system is required to submit an application, and assistance is available via the User Registration Instructions and Application guidelines.
