Grant Description

The Capacity Building and Program Technical Assistance for Family Violence Prevention and Services Act (FVPSA) Formula Grantees grant opportunity is offered by the U.S. Department of Health and Human Services through the Administration for Children and Families, Office of Family Violence Prevention and Services (OFVPS). The funding supports the development and provision of training and technical assistance to enhance the programmatic and administrative capacities of FVPSA formula recipients. The grant will foster national, tribal, statewide, and other nonprofit organizations that can provide this essential support. The primary purpose of this grant is to establish a consortium of three technical assistance providers who will each focus on a distinct group of FVPSA formula recipients: state and territory administrators, tribes and tribal organizations, and domestic violence coalitions. Together, this FVPSA Formula Grantees Capacity Building Consortium will deliver targeted and coordinated technical assistance and training. These activities aim to strengthen the overall capacity of FVPSA-funded programs and encourage cross-sector collaboration across states, territories, tribes, and coalitions. The funding scope includes disseminating FVPSA regulations and guidance, supporting programmatic monitoring of local programs, promoting the incorporation of best practices, enhancing organizational management capacity, and fostering partnerships with culturally-specific organizations and tribes. Award recipients will also connect FVPSA formula recipients with the broader network of FVPSA-funded resource and capacity-building centers to ensure access to best practices and relevant resources. Eligibility for this grant is limited to national, tribal, statewide, or other nonprofit organizations with a proven history of delivering capacity building and technical assistance to states, tribes, tribal organizations, or domestic violence coalitions. Organizations must demonstrate their ability to provide training and develop resources on a national scale. Faith-based and community organizations meeting these criteria are encouraged to apply and will not face discrimination in the selection process. Applications from individuals, sole proprietorships, and foreign entities are ineligible. Applications for this opportunity must be submitted electronically by July 30, 2025, no later than 11:59 p.m. Eastern Standard Time. The grant is currently in a forecasted stage, with an estimated post date of June 16, 2025. The estimated award date is August 29, 2025, with project activities expected to begin on September 30, 2025. Eligible entities for the Family Violence Prevention and Services Discretionary Grants: Capacity Building and Program Technical Assistance for Family Violence Prevention and Services Act Formula Grantees are national, tribal, statewide, or other nonprofit organizations. Eligible applicants must have the capacity to provide training and technical assistance and develop resources on a national level. Applicants must have a demonstrated history of providing capacity building to states, tribes, tribal organizations and/or domestic violence coalitions. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from the merit review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization's religious character, affiliation, or exercise.
