Grant Description

The California Department of Food and Agriculture (CDFA) administers the Vertebrate Pest Control Research Program (VPCRP) through its Integrated Pest Control Branch. This program supports research and education projects that seek to improve control methods for vertebrate pests threatening California’s agriculture, infrastructure, environment, and public welfare. CDFA does not fund projects focused on proprietary product development. While projects originating outside of California are considered, they must demonstrate relevance to vertebrate pest issues within the state. Proposals that include leveraged funding from other sources are encouraged and welcomed. Each year, the VPCRP Committee may approve projects totaling up to $200,000. While typical projects span two years and average around $55,000 in funding, proposals requesting larger amounts or longer durations are considered individually. Projects must include detailed and formatted submissions using a specific set of proposal components. Sections A through G must be in Microsoft Word format, limited to 15 pages, and follow strict formatting guidelines. Section H must use the provided Excel budget template, and Section I may include appendices in either Word or PDF formats. Submissions must include a cover page with project and applicant details, an executive summary, justification aligned with VPCRAC mission priorities, clearly stated objectives, detailed work plans and methods, management and evaluation strategies, and a comprehensive budget narrative. Appendices must include resumes, letters from cooperators, and support letters. All proposals must be submitted electronically to IPCinfo@cdfa.ca.gov. Paper or faxed copies will not be accepted, and failure to follow formatting or submission guidelines will result in disqualification. Proposals are reviewed twice a year during meetings of the Vertebrate Pest Control Research Advisory Committee (VPCRAC), which includes representatives from government, industry, academia, and the public. Applicants are encouraged to attend and may deliver a 15-minute presentation during their proposal’s review. Evaluation focuses on scientific, technical, and operational merit. VPCRAC recommendations are determined by a simple vote. Funding decisions are made by CDFA, and awardees are notified accordingly. Projects may not begin until a signed grant agreement is in place. Interim and annual reports are required, and recipients must attend a board meeting to review their proposal. Deadlines for submission are 30 days before scheduled VPCRAC meetings. Specific start dates for projects are to be determined based on agreement execution. Additional information about the committee, its priorities, and past projects is available at www.VPCRAC.org. For inquiries related to formatting and submission (but not proposal content), applicants may contact VPCRP staff at IPCinfo@cdfa.ca.gov or (916) 764-7759.
