Grant Description

The Kansas Local Food Purchase Assistance Program is a cooperative agreement between the Kansas Department of Agriculture (KDA) and the U.S. Department of Agriculture Agricultural Marketing Service (USDA AMS). Under this agreement, KDA has been awarded $5,031,473 to support the purchase and distribution of locally grown and processed foods to underserved communities and families across the state. The program is designed to create a robust network of food producers while ensuring that food reaches rural and urban communities affected by food insecurity. The primary objectives of the program include developing a sustainable purchasing network, supporting socially disadvantaged and beginning producers, and expanding wholesale market access for local food producers. The program also implements a tiered purchasing standard that prioritizes products from socially disadvantaged farmers and ranchers, ensuring that these producers have opportunities to grow their businesses. Additionally, the program emphasizes equitable food distribution across Kansas. Funding from the program is used to procure a variety of food products, including produce, dairy, meat, eggs, honey, and processed foods, all of which must be grown or produced within Kansas or in bordering counties. The program follows a strict definition of “local” and “domestic” food sourcing, requiring that products meet specific geographic and regulatory criteria. A key feature of the program is its emphasis on purchasing from socially disadvantaged producers, defined as those who have been subject to discrimination based on race, color, national origin, age, disability, sex, or other socioeconomic factors. The application and purchasing process is managed by food banks that will buy products at their discretion until the allocated funds are exhausted or until June 30, 2025, whichever comes first. Producers who wish to participate in the program must meet Kansas regulatory compliance for licensure. However, if a producer does not currently have the required license, the KDA will provide guidance to bring them into compliance without disqualifying them from the program. To ensure transparency and accountability, the program establishes clear guidelines on what constitutes local and domestic food. It also provides specific purchasing preferences and eligibility criteria to encourage participation from a diverse range of food producers. The Kansas Department of Agriculture oversees the administration of the program, ensuring compliance and effectiveness in addressing food insecurity and supporting local agricultural markets. For more information, interested applicants and stakeholders can contact the Kansas Department of Agriculture at their office in Manhattan, Kansas. Additional details on licensing requirements and eligibility are available through the KDA’s official website.
