Grant Description

The City of Lewisville’s Neighborhood and Inspection Services Department, through its Community Grants Division, has announced the availability of funding through the Community Development Block Grant (CDBG) Public Infrastructure program for the 2025-2026 cycle. This funding is intended to support public infrastructure projects that enhance urban communities by providing decent housing, a suitable living environment, and expanded economic opportunities, primarily benefiting low- and moderate-income individuals. The funding is distributed based on 65% of Lewisville’s prior-year CDBG allocation, with an estimated $531,000 available for the 2025-2026 grant cycle. Eligible projects must align with Title 1 of the Housing and Community Development Act of 1974 and meet at least one CDBG National Objective. They should also align with priority needs outlined in the City of Lewisville’s 2022-2026 Consolidated Plan. Preference will be given to projects within the City of Lewisville Target Reinvestment Neighborhoods and Neighborhood Empowerment Zones, as well as projects that align with the City Council’s Strategic Focus Areas. Eligible projects should be related to infrastructure acquisition, design, development, or repairs. Past funded projects have included playground installations, nonprofit center expansion design and engineering, and residential street and sewer repairs. Social services, staff salaries, or administrative expenses are not eligible for funding under this grant. Applications will be evaluated based on their eligibility, compliance with federal regulations, and ability to meet local priorities. Many projects may require compliance with federal regulations such as environmental reviews, labor laws, procurement rules, financial management requirements, and equal opportunity employment policies. Funded projects must follow a reimbursement model, with awardees submitting periodic progress reports and reimbursement requests. Interested applicants, including non-profit organizations and city departments, must submit their applications through the City of Lewisville’s Neighborly application portal. The application window opens on February 17, 2025, and closes at noon on March 21, 2025. The most competitive applications will be selected for further discussions with City staff in April and May 2025. Final recommendations will be presented to the CDBG Advisory Committee in May 2025, and award decisions will be communicated by June 2025. Funded projects will receive contracts effective on or after October 1, 2025.
