Workforce Innovation and Opportunity Act Title I Program Year 2025 Funds for the National Farmworker Jobs Program
This funding provides financial support to organizations that help improve job training, employment opportunities, and housing conditions for migrant and seasonal farmworkers and their families across the United States.
The U.S. Department of Labor’s Employment and Training Administration (ETA) has released guidance for Program Year (PY) 2025 funding under the National Farmworker Jobs Program (NFJP). The funding supports Career Services and Training grants, Housing Services grants, and discretionary Youth Services grants. These programs are authorized by the Workforce Innovation and Opportunity Act (WIOA) Section 167 and are intended to improve job training, employment opportunities, and housing conditions for migrant and seasonal farmworkers and their families. The total funding allocated for PY 2025 is $90,134,000, with $90,064,000 designated for Career Services and Training, $6,586,000 for Housing Services, and $925,200 set aside for Youth Services grants. Eligible entities must have received awards under FOA-ETA-24-15 for Career Services and Training and be approved to serve youth. Additionally, Youth Services grant applicants must not have received a PY 2024 Youth Services Grant and must have met at least 75 percent of their youth participant enrollment goals based on Q2 performance reports. Applicants must submit complete and separate application packages for each grant type—Career Services and Training, Housing Services, and Youth Services—via Grants.gov using the corresponding funding opportunity numbers. Required documents include the SF-424, SF-424A, budget narrative, and current Negotiated Indirect Cost Rate Agreement or Cost Allocation Plan, if applicable. Each funding type has distinct application requirements and restrictions. Career Services and Training grant recipients must allocate at least 70 percent of awarded funds to employment and training services. Housing grants must allocate no less than 70 percent of funds to permanent housing. Administrative costs for all grant types must not exceed 15 percent of the total grant amount. Youth Services grants support workforce activities for farmworker youth ages 14–24 and are capped at $300,000 per grantee. Applications for these grants must include a detailed project narrative and are awarded on a first-come, first-served basis until funds are depleted. Applications must be submitted within 30 days of the publication date of TEGL No. 13-24 (June 3, 2025). Applicants requesting program plan modifications or revised performance targets must notify their Federal Project Officer and NFJP@dol.gov within 14 days of publication. ETA expects to issue grant awards by early July 2025. The grant period of performance spans 15 months, from July 1, 2025, through September 30, 2026.
