The "Advancing U.S.-Oman Partnerships" grant is administered by the U.S. Embassy Muscat, a branch of the U.S. Department of State, under the Annual Program Statement. Eligible applicants include not-for-profit organizations, educational institutions (both public and private), individuals, and eligible public international organizations and governmental institutions. While cost sharing is not mandatory, organizations must possess a Unique Entity Identifier (UEI) and be registered in SAM.gov. Individuals, however, are exempt from this requirement. Each organization may submit only one proposal; any additional submissions will render all proposals from that organization ineligible. The grant focuses on four key areas: cultural and artistic exchange, English language and education, entrepreneurship and economic development, and STEM and innovation. Proposed activities might include collaborative workshops, training sessions, study tours, exchanges, research initiatives, public performances, and exhibitions. The programs must feature a distinct American cultural element or expert participation to foster mutual understanding and appreciation of U.S. values and policies. Applicants must initially submit a three-page Statement of Interest (SOI), including a summary of project goals, objectives, outcomes, timeline, and a detailed budget narrative. This is followed by a merit review, and successful applicants will be invited to submit a full proposal. The final application must include standard federal assistance forms such as SF-424, SF424A, and SF424B, depending on the applicant’s registration status with SAM.gov. Applications must be submitted via email to [email protected] before the final deadline of June 24, 2025. Projects should commence in September 2025 and be completed within 12 months. Funding ranges between $5,000 and $100,000, subject to availability, and up to three awards may be granted. The evaluation will consider program idea quality, organizational capacity, planning effectiveness, budget appropriateness, monitoring plans, and program sustainability.
