Centers for Independent Living Competition - Kansas
This funding opportunity provides financial support to nonprofit organizations in Kansas to establish Centers for Independent Living that assist individuals with significant disabilities in achieving greater independence and community participation.
The Administration for Community Living (ACL) is offering funding to establish and operate Centers for Independent Living (CILs) in Kansas to support individuals with significant disabilities in achieving greater independence. This opportunity is authorized under the Rehabilitation Act of 1973, as amended, and allocates $394,063 annually, which will be distributed among four Part C CILs in Kansas. The funding will support activities from September 1, 2025, to August 31, 2026, with a two-year performance period for each award. CILs are required to provide core services, including information and referral, independent living skills training, peer counseling, and individual and systems advocacy. Additional mandated services include assisting individuals transitioning from nursing homes or other institutions, preventing unnecessary institutionalization, and supporting youth transitioning to postsecondary life. Applicants must address the needs of unserved or underserved populations in Kansas and align their proposals with the state’s Plan for Independent Living. Eligible applicants include consumer-controlled, community-based, cross-disability, nonresidential private nonprofit agencies. Faith-based and tribal organizations are also eligible. If no qualifying nonprofit applies, a designated state entity (DSE) may be eligible to apply under Section 724 of the Act. Applicants must demonstrate legal authority to operate a CIL and meet all statutory and regulatory requirements under Section 725 of the Act. Organizations must ensure consumer control, with boards and staff comprising a majority of individuals with significant disabilities. Applicants must outline their approach to delivering required services, including consumer-driven decision-making, fostering self-help and advocacy, and promoting peer relationships. The proposal should demonstrate how the organization will conduct aggressive outreach to unserved or underserved groups, including rural and minority populations, and detail plans for improving the quality and availability of community living options. Annual evaluations are required to track compliance with standards and measure outcomes. Reports must detail the types of services provided, the number of individuals served, sources and amounts of funding, and employment statistics for people with disabilities within the CIL. Additionally, applicants must submit annual reports to the Statewide Independent Living Council and the ACL's Office of Independent Living Programs (OILP). The program encourages collaboration with other CILs, the Statewide Independent Living Council, and federally funded programs under the Workforce Innovation and Opportunity Act (WIOA) and the Individuals with Disabilities Education Act (IDEA). Partnerships aim to enhance service delivery, address emerging issues, and strengthen the network of support for individuals with disabilities. Applicants must submit a complete application by June 16, 2025, to be considered for funding. An informational webinar is scheduled for May 16, 2025, to provide guidance. 25 (Others (see text field entitled "Additional Information on Eligibility" for clarification)) Eligible Applicants: To be eligible for funding, an applicant must--(a) Be a consumer-controlled, community-based, cross-disability, non-residential, private nonprofit agency;(b) Have the power and authority to--(1) Carry out the purpose of Part C of title VII of the Rehabilitation Act of 1973, as amended and perform the functions listed in section 725(b) and (c) of the Rehabilitation Act of 1973, as amended and subparts F and G of 45 CFR part 1329 within a community located within a State or in a bordering State; and(2) Receive and administer--(i) Funds under 45 CFR part 1329;(ii) Funds and contributions from private or public sources that may be used in support of a center; and(iii) Funds from other public and private programs;(c) Be able to plan, conduct, administer, and evaluate a center consistent with the standards and assurances in section 725(b) and (c) of the Rehabilitation Act of 1973, as amended and subparts F and G of 45 CFR part 1329;(d) Either--(1) Not currently be receiving funds under Part C of chapter 1 of title VII of the Rehabilitation Act of 1973, as amended; or(2) Propose the expansion of an existing center through the establishment of a separate and complete center (except that the governing board of the existing center may serve as the governing board of the new center) at a different geographical location;(e) Propose to serve one or more of the geographic areas that are identified as unserved or underserved by the States and Outlying Areas listed under Estimated Number of Awards; and(f) Submit appropriate documentation demonstrating that the establishment of a new center is consistent with the design for establishing a statewide network of centers in the State Plan for Independent Living of the State or Outlying Area whose geographic area or areas the applicant proposes to serve.Domestic private non-profit entities including, Indian tribal organizations (American Indian/Alaskan Native/Native American), faith- based organizations, and community-based organizations that meet the above eligibility requirements are eligible to apply.Foreign entities are not eligible to compete for, or receive, awards made under this announcement.
