Grant Description

The Legal Services for Homeless Veterans and Veterans At-Risk for Homelessness (LSV-H) Grant Program is administered by the Department of Veterans Affairs (VA). This initiative is part of VA’s broader Homeless Programs, which constitute the nation's largest integrated network of homeless treatment and assistance services for Veterans. The LSV-H Grant Program aims to provide funding to public or non-profit private entities to deliver legal services to eligible Veterans who are homeless or at risk of homelessness. The grant supports services to resolve legal issues that present barriers to housing stability. This funding opportunity includes approximately $42 million in available funds, pending availability, for the Fiscal Year 2026 cycle. VA plans to award about 84 grants, each with a maximum award of $500,000 over two years. The grant period begins on October 1, 2025, and ends on September 30, 2027. Grants are non-renewable. Applications must be received by the VA’s LSV Program Office no later than 4:00 p.m. EST on Monday, July 7, 2025. Awards are expected to be announced around August 1, 2025. Eligible applicants are public or non-profit private entities, including state and local governments, tribal organizations, and faith-based organizations, provided they maintain the necessary qualifications throughout the grant cycle. Applicants must register in the System for Award Management (SAM.gov) and maintain an active registration. The grant does not require matching funds. Applications must be submitted electronically through www.va.gov/homeless/lsv.asp and must be complete upon submission. The application consists of administrative details, legal services to be provided, the projected number of Veterans served, geographic scope, applicant background, staff qualifications, legal services plan, quality assurance, financial capability, and community linkages. Applicants must also include required documentation such as a detailed budget, SF-424A, staff resumes, and certifications. Evaluation of applications is based on multiple criteria, including the applicant’s qualifications, proposed services, program concept, implementation plan, evaluation methods, financial capacity, and community relationships. Applicants must score a minimum of 60 cumulative points and at least one point in each key category to be considered. Funding priorities are awarded to those offering four or more legal services directly (Priority 1), organizations in underserved or rural areas (Priority 2), and those focusing on services to women Veterans (Priority 3).
