Solar for All Pilot Program 2025
This grant provides funding to public and nonprofit organizations in Michigan to implement solar energy projects that benefit low-income households by reducing their energy costs and promoting equitable access to clean energy solutions.
The Solar for Savings initiative, launched under Michigan's MI Healthy Climate Challenge, is a grant program dedicated to supporting pilot projects that promote solar energy adoption for low-income households. Managed by the Michigan Department of Environment, Great Lakes, and Energy (EGLE), this initiative seeks to reduce energy costs, enhance environmental resiliency, and expand equitable access to solar energy throughout Michigan. The program is backed by $156 million in federal funding, of which $8,875,000 is allocated specifically for this pilot round. The purpose of the grant is to test and implement innovative approaches to accelerate the adoption of solar technology in Michigan, particularly within low-income communities. The initiative aims to ensure that all Michiganders can benefit from clean energy solutions by addressing financial and infrastructural barriers. Key goals include delivering at least a 20% average annual electricity bill reduction to participants, expanding opportunities for solar ownership and wealth building, and improving air quality and energy resilience. Projects should also aim to integrate with other funding sources and ensure long-term performance through quality control and maintenance. The total funding pool of $8,875,000 is divided across four categories: $6,500,000 for residential-serving community solar projects, $1,000,000 for residential rooftop solar, $1,000,000 for enabling upgrades, and $375,000 for associated storage solutions. To be eligible, applicants must be public or nonprofit entities, such as tribal governments, state and local governments, nonprofit organizations, municipal and cooperative utilities, and educational institutions in Michigan. For-profit entities are not eligible, and nonprofits must not be organized under Section 501(c)(4) or engage in lobbying activities. Eligible projects must benefit low-income households by delivering at least 20% average annual energy savings or equivalent. Residential-serving community solar projects must provide at least 50% of the benefits to these households. Eligible technologies include residential rooftop solar, community solar, energy storage, and enabling upgrades, all as defined by the EPAโs Solar for All Terms and Conditions. Applications will be accepted until all funds are allocated or by 5:00 p.m. EST on July 30, 2025, whichever comes first. Applications are reviewed in three rounds, with submission deadlines on May 30, June 30, and July 30, 2025. Awards will be granted on a first-come, first-served basis based on the round of submission. Detailed application requirements, including the RFP and required appendices, are provided online. Applicants must adhere strictly to the criteria outlined in the RFP and related EPA terms to be eligible for funding. For more information or questions regarding the grant, interested parties should consult the full Request for Proposals and related documentation, which includes budget forms, project timelines, travel rate schedules, and compliance certifications.
