The U.S. Army Corps of Engineers, Alaska District, has released a funding opportunity under Cooperative Agreement No. W911KB-25-2-0002 for the evaluation and study of wetlands, floodplains, and littoral zones at Eielson Air Force Base (EAFB), Alaska. This opportunity is part of the base’s broader environmental stewardship efforts, guided by the 2023 Integrated Natural Resources Management Plan (INRMP). The project seeks to assess the effectiveness of past habitat enhancement projects designed to support native fish and wildlife while minimizing bird air strike hazards near the airfield. The funding will support a comprehensive study focused on evaluating riparian and littoral zone habitats created at borrow pits and designated Wildlife Management Areas (WMAs) such as Mullins Pit, Cathers Lake, Bear Lake WMA, Scout Lake WMA, and Manchu Ponds WMA. Specifically, the project will analyze whether these zones are functioning as intended—deterring waterfowl through specific physical characteristics such as minimal coves, steep shorelines, narrow littoral zones, and deep water volumes. Recommendations for restoration or future construction will be included if deficiencies are found. Eligible applicants include states, local governments, Indian tribes, non-governmental organizations, and individuals. The project will be 100% funded by the U.S. Army Corps of Engineers with an award ceiling of $55,000 and a single anticipated award. Applicants must submit mandatory forms (SF 424, SF 424 A, SF 424 B), a program narrative, and adhere to submission guidelines via email or Grants.gov by 2:00 PM Alaska Time on May 28, 2025. Registration with SAM and a UEI number is required for Grants.gov submission. Evaluation criteria for award include experience, technical approach, and cost, in that order of importance. Strong preference will be given to applicants with demonstrated expertise in military land conservation, habitat assessment, and Clean Water Act compliance.
