Community Noise Mitigation Program

Grant Description

The Community Noise Mitigation Program (CNMP), administered by the Office of Local Defense Community Cooperation (OLDCC) within the Department of Defense, offers funding to state and local governments and Indian Tribes. Established under the Consolidated Appropriations Act of 2022, this program provides $75 million, available until September 30, 2025, to reduce military fixed-wing aviation noise impacts on "covered" facilities. These include hospitals, daycare centers, schools, senior citizen facilities, and private residences. Funding supports the installation of noise mitigation insulation, including air conditioning, in areas affected by high levels of military aviation noise. Eligible projects must be located within one mile of a military installation or another location where military aircraft are stationed, or within zones experiencing a day-night average sound level (DNL) of 65 decibels or higher due to military aviation. The CNMP aligns its policies with those of the Federal Aviation Administration’s Airport Improvement Program, ensuring minimal overlap and coordination for eligible civil airport projects. Grant applications require a 10% non-federal cost share unless the funding is used to meet the FAA's local match requirement under the AIP. Proposals must be submitted via Grants.gov by July 9, 2025, and include extensive documentation demonstrating project readiness, technical feasibility, environmental compliance, and stakeholder engagement. A review panel evaluates applications based on prioritization of affected facilities, project readiness, mitigation strategy, and acoustical testing plans. The evaluation process involves screening for completeness and eligibility, followed by scoring by a review panel. High-ranking proposals will be invited to submit full applications in August 2025. Projects must be ready to commence within 12 months of award and completed within 54 months. The final awards will be issued around late September 2025. Pre-proposal webinars will be held on May 29 and June 12, 2025, to guide applicants. Eligible expenses include materials and labor for insulation, acoustical testing, and contingencies. Ineligible activities include general maintenance, code corrections, and mobile home insulation. The program emphasizes compliance with environmental laws, particularly the National Environmental Policy Act, and Buy America provisions for construction materials. The Office of Local Defense Community Cooperation may award grants under this Notice to entities of State or local government as well as Indian Tribes. “State,” “local government,” and “Indian Tribe” are defined in 2 C.F.R. § 200.1. Sections 200.331-200.333 of 2 C.F.R. also prescribe how State and local governments and Indian Tribes that receive funding under the Community Noise Mitigation Program may act as pass-through entities. Proposals must be submitted by a State or local government or Indian Tribe on behalf of any proposed subrecipient. An airport sponsor submitting a proposal must be owned by a State or local government or Indian Tribe to receive a Community Noise Mitigation Program grant.
