The "Empowering Nonprofits to Work on Tobacco Prevention in American Indian/Alaskan Native Communities" grant (CG 24-10141) is an initiative by the California Department of Public Health (CDPH) under the California Tobacco Prevention Program (CTPP). This funding opportunity aims to support up to ten nonprofit organizations and tribal consortia that serve American Indian/Alaskan Native (AI/AN) communities in California. The goal is to build capacity within these communities to combat the state's tobacco epidemic through strategies focused on policy, systems, and environmental changes. The grant has two main objectives. First, it seeks to enhance community engagement by mobilizing tribal members, residents, and organizations to participate in tobacco prevention and cessation efforts. The grant covers a 36-month period, starting on July 1, 2025, and ending on June 30, 2028. A total of up to $10,350,000 is available for up to ten projects, with each project eligible for a maximum of $1,035,000. The funding is provided through Proposition 99 (the Tobacco Tax and Health Protection Act of 1988) and Proposition 56 (the California Healthcare, Research, and Prevention Tobacco Tax Act of 2016). Funding, however, is contingent on state revenues and appropriations for the fiscal years 2025-26 through 2027-28. Nonprofit organizations and tribal consortia applying for this grant must address two main components: community organizing and policy development. This involves building skills among tribal members and staff in tribal-serving organizations to implement tobacco-use prevention and health education interventions. Furthermore, applicants are expected to design, adopt, and evaluate tribal-specific policy campaigns that aim to reduce tobacco use and promote long-term health improvements in these communities. The deadline to submit applications is 5:00 p.m. Pacific Time on November 21, 2024. Interested applicants are encouraged to participate in a voluntary pre-application webinar, which will be held on October 8, 2024. The webinar will offer a platform for prospective applicants to ask questions and gain clarification about the application process. Written questions can also be submitted by email until October 22, 2024, with responses to be posted on the CTPP’s Tobacco Control Funding Opportunities and Resources (TCFOR) website by October 29, 2024. Organization Type Californian public or private non-profit organizations serving American Indian/Alaskan Native communities with a permanent business in California or are qualified through the Secretary of State to do business in California are eligible to apply for these funds. Tribal consortia based in California are eligible to apply for these funds. A Tribal consortium is defined as a non-profit partnership that works together to achieve a common objective and is authorized by the governing bodies of those tribes to apply for and receive assistance. A Tribal consortium may consist of at least two (2) Tribes. If a consortium application is submitted, the lead organization must be the Applicant that will serve as the administrative hub. All Tribal consortium partners must be from Federally Recognized California Tribal Governments per the U.S. Department of Interior Indian Affairs, and Tribal Joint Power Authorities. Applicants claiming private non-profit status must submit proof of their non-profit status with their Application. Certification must be from the State of California, Office of Secretary of State, or a letter from the Department of Treasury, Internal Revenue Service (IRS) classifying the agency as a non-profit agency is acceptable proof. For an example, see Appendix 4: Sample Non-Profit Status Letter. California Tribal Governments are not eligible to apply for these funds except as a consortium. Additionally, Local Lead Agencies, local health departments, colleges and universities, county offices of education, school districts, and State of California and federal government agencies are not eligible to apply. Required Scope of Work (SOW) Applicants are required to use the prescribed SOW intervention and evaluation activities (Appendix 2: Required Scope of Work) that are pre-populated in OTIS. The prescribed activities are comprehensive and designed to support the selected objectives. Applicants may propose one or more additional activities that are not listed in the prescribed SOW, during the modification period (if awarded). Please note that it is not guaranteed that any proposed activity will be accepted during the modification period. Additionally, a proposed additional activity cannot be used as a substitution for any of the required activities in the SOW and cannot be used as a method to augment available funds. Certify No Tobacco Industry Conflict To avoid any real or apparent conflict of interest, the Applicant must certify that it and any of its proposed subcontractors, employees, officers, and directors will not accept funding from nor have an affiliation, contractual relationship, or engage in a corporate responsibility with the tobacco industry, tobacco industry subsidiaries, electronic cigarette/vaping companies and cannabis companies, or related industries.
