Grant Description

The City of Lodi is soliciting applications for its 2025–2026 Community Development Block Grant (CDBG) program, supporting projects that benefit low- to moderate-income residents. Approximately $600,000 in funding is anticipated, with $90,000 allocated for public service projects and $150,000 for capital improvements and non-public service initiatives. Eligible organizations include nonprofits and local government entities, with funded projects running from July 1, 2025, to June 30, 2026. Applications open on December 6, 2024, and must be submitted by 5:00 PM on January 27, 2025. Two application types are available: one for public services and another for infrastructure and public facilities. Applicants must email completed forms in Word format and attachments in PDF format to NeighborhoodServices@lodi.gov. Projects must meet one of three HUD national objectives: benefit low-income individuals or households, eliminate slums or blight, or address urgent community development needs. Additionally, proposed activities must align with one of the City's five CDBG Consolidated Plan goals: improving public facilities, preserving affordable housing, supporting critical public services, encouraging fair housing, or reducing homelessness. Projects must demonstrate an area benefit or target a limited clientele, such as seniors, persons with disabilities, or low-income households. Eligible activities include public facility improvements, housing rehabilitation, homeless services, crime prevention, fair housing, and emergency assistance. Projects should be new initiatives or expansions of existing programs and must directly benefit designated low- to moderate-income areas or clientele. Applications will be evaluated using a scoring rubric, and funding recommendations will be presented for public review in the draft Annual Action Plan before City Council approval on May 6, 2025.
