The National Farmworker Jobs Program (NFJP), administered by the U.S. Department of Labor’s Employment and Training Administration (ETA), is a federally funded initiative under Title I of the Workforce Innovation and Opportunity Act (WIOA). It supports migrant and seasonal farmworkers through grants focused on career services, training, and housing. For Program Year (PY) 2025, guidance was issued via Training and Employment Guidance Letter (TEGL) No. 13-24, which outlines the requirements for receiving NFJP Career Services and Training grants, Housing Services grants, and a separate opportunity for Youth Services grants. The NFJP Career Services and Training grants are intended to assist eligible individuals with comprehensive employment and training services, including supportive and related assistance services. The funding is distributed based on a formula derived from previous year allocations. In PY 2025, Congress allocated $90,134,000 for these grants, with $90,064,000 available for distribution after program integrity set-asides. States receive funding proportionate to their previous year’s allocations. Housing Services grants receive $6,586,000, at least 70 percent of which must be allocated to permanent housing solutions. The Youth Services component receives a total of $925,200, available only to grantees who meet specific criteria and did not receive similar funding in PY 2024. Eligible applicants must have been funded through FOA-ETA-24-15 for Career Services and Training and meet further requirements, particularly for Youth Services funding. Application packages must be submitted via Grants.gov within 30 days of TEGL publication. Required documents include forms SF-424 and SF-424A, a budget narrative adhering to federal guidelines, and if applicable, a current Negotiated Indirect Cost Rate Agreement or Cost Allocation Plan. Submissions are expected under specified funding opportunity numbers and naming conventions for each grant type. Applicants for Youth Services funding must also submit a detailed project narrative, outlining proposed activities, staff capacity, and anticipated outcomes. Allowable activities include youth workforce services, outreach and recruitment, and strategic partnerships. ETA will assess these applications on a first-come, first-serve basis, making awards until funds are exhausted. Evaluation of applications involves a risk review, financial and performance reporting requirements, and compliance with WIOA and Uniform Guidance standards. Performance data will be tracked via the Workforce Integrated Performance System, and financial reports submitted quarterly through the Payment Management System. Grant periods extend for 15 months beginning July 1, 2025, allowing flexibility in fund expenditure.
