Eligible applicants include state, county, and local governments; tribal organizations; nonprofit entities; and public and private institutions of higher education. For-profit organizations and individuals are not eligible. Applications must demonstrate alignment with federal goals and program priorities, emphasizing public benefits and the use of scientifically informed practices. Applicants are required to submit forms such as the SF-424 and SF-424A, a project narrative, and a budget narrative. The project narrative should outline the purpose, goals, methods, and expected outcomes of the proposal and include details on environmental compliance, public engagement, and monitoring plans. Applicants must be registered with SAM.gov and Grants.gov, with registration potentially taking several months. All documentation must adhere to format and content requirements specified in the Notice of Funding Opportunity (NOFO). The application deadline is February 19, 2025. Proposals will be evaluated based on their technical approach, alignment with program goals, public benefits, and the qualifications of the applicant and project personnel. Applications that demonstrate effective partnerships and resource leveraging may receive additional consideration. Individuals and For-Profit Organizations are ineligible to apply for awards under this NOFO.This program NOFO does not support entities hiring interns or crews under the Public Lands Corps Act of 1993. The Public Lands Corps Act of 1993, 16 USC, Chapter 37, Subchapter II-Public Lands Corps, is the only legislative authority that allows BLM to "hire" interns under this authority. Therefore, eligible Youth Conservation Corps may only apply for projects developed under NOFO 15.243 BLM Youth Conservation Opportunities on Public Lands.Cooperative Ecosystem Studies Units (CESUs) are partnerships to promote, conduct, and provide research, studies, assessments, monitoring, technical assistance, and educational services. For cooperative agreements with CESU partners, indirect costs are limited to a rate of no-more-than 17.5 percent. Applicants should state if they will participate in the CESU program, and if so, which CESU Network would be the host.
