KPCCI Substance Use Prevention Planning Grant
This funding opportunity provides $35,000 to established community-based organizations in Kansas to develop strategic plans aimed at preventing substance use and promoting behavioral health within their communities.
The Kansas Prevention Collaborative Community Initiative (KPCCI) Planning Grant for Fiscal Year 2026 is a state-administered funding opportunity designed to support the development of community-level strategic prevention plans targeting substance use. This grant is funded through the Substance Abuse and Mental Health Services Administration’s (SAMHSA) Substance Use Prevention, Treatment, and Recovery Services Block Grant (SUBG). The Kansas Department for Aging and Disability Services (KDADS), specifically its Behavioral Health Services Commission Prevention Team, administers the grant in collaboration with the Kansas Prevention Collaborative (KPC). The grant supports established community-based coalitions and organizations in Kansas in developing a ready-to-implement Comprehensive Community Prevention Plan. These one-year grants, totaling $35,000 each, are intended to help coalitions engage in structured planning using the Strategic Prevention Framework (SPF), a SAMHSA-endorsed, five-step model emphasizing assessment, capacity building, and strategic planning. The goal is to build long-term sustainable prevention systems with a focus on primary prevention, cultural competency, and evidence-based approaches to reduce substance use and address behavioral health disparities. Eligibility is restricted to organizations that have been in operation for at least six months prior to March 2025. Applicants must be a 501(c)(3) nonprofit or hold a current Kansas Business Entity certification. They must also provide verification of their IRS nonprofit status, a current Kansas Certificate of Tax Clearance, and a Unique Entity ID from SAM.gov. Organizations that have received or are currently receiving KDADS prevention implementation grants are not eligible to apply. Fiscal agents, if separate from the coalition, must also meet the same eligibility requirements. The application process includes submission of a narrative proposal with five key sections: Community Description, Community Capacity for Collaboration and Planning, Cultural Competency, Sustainability, and Organizational Description. Applicants must also submit a cover sheet, financial verifications, a cost summary sheet with justification, and required documentation in PDF format via email. Proposals are evaluated on a 100-point scale, with the narrative accounting for 80 points. The Request for Application (RFA) opens on March 13, 2025. Applicant questions must be submitted by April 4, 2025, with answers posted by April 11, 2025. Completed applications are due by April 18, 2025, and awards will be announced by May 16, 2025. The grant period runs from July 1, 2025, through June 30, 2026. Grant recipients will be expected to engage in numerous trainings, technical assistance sessions, and reporting requirements throughout the year, culminating in the presentation of their finalized Comprehensive Community Prevention Plan to KDADS and KPC partners.
