Grant Description

The Iowa Department of Agriculture and Land Stewardship (IDALS) is accepting pre-applications for the 2025 Water Quality Initiative (WQI) Urban Conservation Projects, which aim to promote urban conservation practices to reduce nutrient loads and improve water quality. The projects should align with the Iowa Nutrient Reduction Strategy, focusing on implementing stormwater management practices and incorporating outreach and education to encourage the adoption of these practices. Eligible applicants include cities, counties, conservation boards, non-profit organizations, public water supply utilities, and watershed management authorities. Applicants must demonstrate the legal authority to carry out the project and are encouraged to form partnerships with stakeholders who can contribute to the project. Pre-applications must be submitted by November 22, 2024, and selected applicants will be invited to submit full applications by February 14, 2025. The selection criteria include the project’s potential to reduce stormwater pollutants, demonstrated partnerships and matching resources, educational efforts, and the feasibility of implementation. Projects can range from site-specific installations to broader watershed-scale solutions, with a priority on communities new to urban conservation practices. The grant covers up to 50% of eligible expenses, including design, installation, and outreach activities. Selected projects must begin by April 1, 2025, and complete by December 31, 2026. To apply, pre-applicants must collaborate with an IDALS Urban Conservationist to refine their proposals. Following internal review, applicants will be notified by December 20, 2024, if selected to proceed with a full application. Fund disbursements will be on a cost-reimbursement basis, requiring quarterly progress reports and a final project report.
