Grant Description

The U.S. Embassy Luanda Public Diplomacy Section (PDS), operating under the U.S. Department of State, has announced a forecasted funding opportunity titled "U.S. Embassy Luanda Public Diplomacy Section Request for a Full Proposal Application" (DOS-PAS-ANG-FY25-01). This initiative seeks to strengthen the relationships between the United States, Angola, and São Tomé and Príncipe through education, cultural exchange, and other programs that highlight shared values and foster mutual understanding. It is part of the Public Diplomacy Programs Assistance Listing (19.040) and is issued under a discretionary category with funding to be awarded in the form of grants, fixed amount awards, or cooperative agreements. Forecasted for fiscal year 2025, the total anticipated funding available is $140,000 with individual awards ranging from $10,000 to $50,000. The primary goal of this opportunity is to support small-scale, high-impact projects that incorporate American cultural elements or connections with U.S.-based experts, institutions, or themes. Suitable projects may include academic lectures, artistic exhibitions, heritage preservation programs, American Spaces initiatives, and professional exchanges. All proposed activities should be designed to promote understanding of U.S. policy and culture, such as fair trade practices, technological innovation, or immigration policy. Eligible applicants include not-for-profit organizations, public and private educational institutions, individuals, and public international organizations or governmental institutions. All organizations must possess a Unique Entity Identifier (UEI) and have active registration in SAM.gov; individuals are exempt from this requirement. Only one application per organization is permitted. The proposals must target audiences relevant to U.S. foreign policy objectives in Angola and São Tomé and Príncipe and focus on measurable changes in knowledge, attitudes, or behaviors. Specific priority program areas differ slightly between Angola and São Tomé and Príncipe. For Angola, areas of focus include strengthening bilateral ties and enhancing professional skills (such as digital and financial literacy) using U.S. and Angolan examples. For São Tomé and Príncipe, the priority areas include boosting economic growth and fostering mutual understanding through cultural programs and English language initiatives. The estimated application due date is May 30, 2025, by 11:59 p.m. West Africa Time. While the award and project start dates are not specified, the opportunity is expected to fund five projects. Ineligible activities include partisan or religious events, scientific research, lobbying, for-profit ventures, or projects focused on internal organizational growth or Diversity, Equity, Inclusion, and Accessibility (DEIA) initiatives. For inquiries and submissions, applicants should contact Vanda M. Lobato at the U.S. Mission to Angola via phone at 222-641-000.
