The Defense Advanced Research Projects Agency (DARPA) Biological Technologies Office (BTO) has released the Biological Technologies Office (BTO) Office-Wide Broad Agency Announcement (BAA) HR001124S0034, inviting research proposals that leverage the unique properties of biology to enhance national security. This BAA follows Federal Acquisition Regulations (FAR) 6.102(d)(2) and 35.016, and 2 CFR § 200.203. Awards may be made in the form of procurement contracts, cooperative agreements, or other transaction agreements. The purpose is to revolutionize biotechnology in defense applications, including medical care, operational resilience, functional materials, and biosecurity. BTO's mission is to develop biotechnological capabilities that enhance warfighter performance, increase resilience, create novel materials, and protect against biological threats. The research focus spans multiple areas, including Machine Learning (ML) and Artificial Intelligence (AI), Human Performance, Materials and Sensors, Environmental Ecosystems, Biosecurity, and Biomedical and Biodefense Applications. Specific interests include advancing AI models for biological data processing, improving human cognitive and physical performance, developing biomimetic materials, countering emerging biological threats, and leveraging biotechnology for defense and operational advantages. The funding opportunity is open to U.S. and non-U.S. applicants, including academic institutions, businesses, and research organizations. Federally Funded Research and Development Centers (FFRDCs), University Affiliated Research Centers (UARCs), and government agencies must confirm eligibility before applying. While Historically Black Colleges and Universities (HBCUs), small businesses, and minority institutions are encouraged to apply, no set-aside funding is allocated for these entities. The submission process includes an optional Abstract Submission Phase, allowing proposers to receive feedback before submitting a full proposal. Abstracts may be submitted on a rolling basis until September 10, 2025, at 4:00 p.m. ET, and full proposals are also accepted on a rolling basis until the final deadline of September 10, 2025, at 4:00 p.m. ET. This BAA has historically been renewed annually, and a follow-on opportunity is expected for those who submit late-phase abstracts. Evaluation criteria prioritize Overall Scientific and Technical Merit, Potential Contribution and Relevance to the DARPA Mission, and Cost and Schedule Realism. Proposals must be innovative, feasible, and clearly defined, demonstrating a strong alignment with DARPA’s mission.
