Grant Description

The Rural Housing Service (RHS) of the USDA has announced the availability of funding through the Consolidated Multifamily Housing Technical Assistance (TA) Grant Programs for Fiscal Year 2024. The grant supports two key programs: Multifamily Housing Nonprofit Transfer (MFH NP) TA Grants and Farm Labor Housing (FLH) TA Grants. The primary goal of these programs is to provide technical assistance to eligible nonprofit organizations and public housing authorities to facilitate the transfer, development, and preservation of affordable housing in rural areas. This funding opportunity aims to mitigate the risk of losing affordable housing due to market conditions, maturing mortgages, or poor physical conditions of properties. The MFH NP TA Grants focus on aiding nonprofit organizations and public housing authorities in acquiring and preserving Section 515 properties. The FLH TA Grants are designed to support the development, repair, and preservation of farm labor housing projects. The available funding includes $4.9 million for the MFH NP TA Grants and $2 million for the FLH TA Grants, with individual award amounts ranging from $100,000 to $750,000 for MFH NP TA and $50,000 to $250,000 for FLH TA. Eligible entities must demonstrate relevant experience and the capacity to provide technical assistance, ensuring the successful acquisition and management of these housing projects. Applications must be submitted electronically and received by 12 p.m. ET on November 18, 2024, with a required email of interest sent by November 13, 2024. The application process includes submitting a detailed proposal outlining the organization’s capabilities, proposed activities, and a comprehensive budget. The USDA encourages applicants to align their proposals with broader rural development priorities, such as advancing racial justice, addressing climate change, and improving market opportunities for rural communities. Successful applicants will be evaluated based on their experience, the impact of their proposed activities, and their efficiency in grant administration. The minimum scoring requirement for eligibility is 50 points. Eligibility for MFH Nonprofit Transfer Technical Assistance Grants is limited to private and public nonprofit organizations and public housing authorities meeting the qualification requirements of this Notice. Potentially qualifying NPs and PHAs include Tribally designated housing entities (TDHE) and Tribal housing NPs.Eligible entities responding to this notice must have the knowledge, ability, technical expertise, practical experience, and capacity necessary to develop and package Section 515 property transfer transactions. They must also demonstrate the ability to provide technical assistance to NPs and/or PHAs to facilitate their acquisition of Section 515 properties. In addition, all eligible entities must demonstrate the ability to exercise leadership, organize work, and prioritize assignments to meet work demands in a cost-efficient and timely manner within the 24-month grant term.
