Boating Infrastructure Grants
This program provides financial assistance to Michigan municipalities and public entities for building and improving docking facilities for transient recreational boats, promoting public access and local economic growth.
The Boating Infrastructure Grant Program is administered by the Michigan Department of Natural Resources (DNR) and funded through the federal Sport Fish Restoration Account of the Aquatic Resources Trust Fund. The U.S. Fish and Wildlife Service supports this initiative under the Sport Fishing and Boating Safety Act. The program aims to enhance recreational boating infrastructure by providing financial assistance for the construction of docking facilities for transient recreational boats 26 feet or longer. This grant supports facilities that improve access to natural, historic, cultural, and recreational resources. Eligible projects include the creation of transient docks, navigational aids, and improvements that strengthen local economic ties to the boating community. The focus is on maintaining public access and promoting entrepreneurial opportunities while ensuring facilities are durable, accessible, and used for their intended purposes for a minimum of 20 years. Only entities based in Michigan are eligible to apply. Eligible applicants include cities, villages, townships, counties, public universities, and private boating facilities. Facilities must remain open to the public, prohibit commercial use, and avoid long-term seasonal slip rentals. All projects must adhere to detailed technical guidelines, including compliance with barrier-free access standards, and receive DNR approval at various project stages. The application process requires submission of a formal application and a detailed proposal by April 1 each year. The initial technical review begins after that date, followed by potential recommendation to the U.S. Fish and Wildlife Service. Approved applicants must then submit finalized proposals and federal forms by late September. Grant awards reimburse 75% of approved project costs, with the remaining 25% match required from non-federal sources. Grantees must complete all work within three years of the grant agreement and follow specific requirements regarding signage, financial tracking, documentation, and operational restrictions. Projects that begin before formal award approval are not reimbursable. Facilities developed under the program are expected to participate in the state harbor reservation system and remain compliant for at least 20 years.
